Everything you need to know about FDI in Malaysia, MIDA incentives, and investment opportunities

Modern office workspace with investment professionals

Malaysia’s FDI inflows have been growing steadily, with semiconductor manufacturing and digital technology driving much of the investment. In 2023, approved FDI projects exceeded $13 billion, with major players from the US, Singapore, China, and Japan establishing manufacturing hubs and regional offices in the country.

MIDA (Malaysian Investment Development Authority) offers tax exemptions or allowances based on your sector and investment size. If you’re in manufacturing or high-tech services, you could get up to 10 years of corporate income tax exemption, plus additional benefits like exemption from import duties on machinery and equipment.

Iskandar Malaysia in Johor and the Penang Science and Technology Park are the top performers for FDI. Iskandar alone has attracted over $80 billion in cumulative investments with strong infrastructure for manufacturing and logistics. Northern Corridor Economic Region (NCER) is also gaining traction for semiconductor and electronics operations.

Standard applications typically take 2-3 months from submission to approval. However, if you’re classified as a high-priority sector or mega project, you could get fast-tracked approval within 4-6 weeks. Having all required documentation ready upfront makes a real difference.

Semiconductors, electronics manufacturing, and renewable energy are leading the pack. We’re also seeing strong interest in data centers, artificial intelligence, and advanced manufacturing. Tech companies like Intel and Penang-based manufacturers continue expanding, while new players in green energy and digital transformation are entering the market.

Not necessarily. Foreign companies can establish fully-owned subsidiaries in most sectors, though certain restricted industries (like broadcasting or retail) may require local equity participation. Having local partners can help with regulatory navigation and market connections, but it’s not mandatory for most manufacturing and services operations.
